It describes the sequence of activities, the equipment and tools that will be used, the manpower assigned to each task, the safety precautions in place, and the quality checks that will confirm the work was done right.

For example, a method statement for transformer erection will list the crane capacity, the lifting plan, how the transformer will be placed on its foundation, the oil filling and filtration procedure, and who signs off at each stage. Nothing is left to guesswork — every person on site knows what happens next and who is responsible for it.

Clients and consultants in Pakistan and the Gulf routinely ask for method statements before approving any major activity. A contractor who cannot produce one looks unprepared, and in many tenders, a missing or weak method statement is enough to lose the bid.

What a BOQ Is and Why It Matters

A BOQ — Bill of Quantities — is the priced list of everything a project needs: materials, equipment, and labour, each with a quantity and a unit rate. It is the document that turns a drawing into a budget.

A proper substation BOQ covers civil works (foundations, cable trenches, control building), electrical equipment (transformers, breakers, isolators, CTs, PTs, lightning arresters), earthing and lightning protection, control and protection panels, cables and terminations, testing and commissioning, and site establishment costs such as fencing, lighting, and temporary power.

The BOQ matters because it is the single reference for what the client is paying for and what the contractor must deliver. When a dispute arises — and on large projects they often do — the BOQ is the first document both sides open. If an item is missing from it, somebody ends up paying for it twice or arguing about who should.

How the Two Documents Work Together

The BOQ says what and how much; the method statement says how. Together they close the two biggest gaps in any power project: unclear scope and unclear execution.

When a BOQ is built from the same drawings and specifications as the method statements, the pricing is realistic — the contractor has thought through the actual work before quoting it. This is how experienced contractors avoid the classic trap of underbidding: they price the job they will genuinely have to do, not the job they hope it will be.

For the client, the pair gives control. Progress can be measured against the BOQ (how much work is done versus how much is billed), and quality can be checked against the method statement (was the work actually done the way it was promised?). That combination is what keeps a 132 kV or 380 kV substation project on schedule instead of drifting.

What Happens When They Are Missing or Weak

Projects without a proper method statement run on improvisation. Crews figure out lifting plans on the morning of the lift, testing sequences get invented on the spot, and safety precautions depend on who happens to be supervising that day. That is how equipment gets damaged, people get hurt, and energization dates slip by months.

Projects with a weak BOQ run on arguments. Vague descriptions like “earthing works — lump sum” invite completely different interpretations from client and contractor. One side expected a full earth grid with testing; the other priced a few rods in the ground. The result is variation claims, stalled work, and lawyers — costs that dwarf whatever was “saved” by rushing the paperwork.

Both failures have the same root: the thinking was skipped at the planning stage, so it has to be done expensively on site.

Practical Advice Before You Award a Contract

If you are a client planning a substation or transmission project, ask to see the contractor’s method statements before you sign — not after mobilization. Read them for specifics: named equipment, real sequences, named responsible people. A two-page generic statement is a warning sign.

Check the BOQ the same way: every major item should have a clear description, a quantity, and a unit — not lump sums for complex work. And compare bids carefully — a suspiciously low price usually means the bidder has not understood the method, not that they have found a cleverer one.

For young engineers, learning to write a good method statement and a clean BOQ is one of the fastest ways to stand out. It proves you can think like a project manager, not just a technician — and that skill travels well, whether you are working in Pakistan, Saudi Arabia, or the Gulf states.

Need Help With Your Power Project?

Apexcore Infrastructure provides substation construction, transmission line works, testing & commissioning, electrical trading, and technical manpower support across Pakistan and the Gulf.
